tax rate is too general and doesn't describe the principle underlying the German "Hebesatz". The correct term is levy rate or tax levy rate if you want to be more specific.

Steuerhebung, acc. to Schäfer, is tax collection, so the Steuerhebesatz would be the rate on which the tax collection is based.
(Just looked at a property tax statement - it also uses the term tax rate).
