The period in between the two letters of the abbreviation implies that this is an abbreviation for two words. My suggestion is that they are referring to the chemical application of insecticide to one ton of netting (unless I'm misunderstanding the phrase and they are saying it the other way around: one ton of chemical applied to a lot/batch of mosquito netting. That seems less likely to me).
I'm also posting some other references on abbreviations. And I do recommend that you verify any translation of this term with the client.
