That depends on what you mean by “steps.”
e.g.
When you count your steps as you walk, then it’s 歩.
1歩、2歩、3歩
When you go up/down stairs, it should be 段.
1段、2段、3段
When you count the process of a program/project, then it
should generally be 段階.

: depending on occasion, its transliteration has been used; e.g. for dancing, one step by foot could be literally called "step". In manual translations, I'm aware some of our collegues use "step" to mean a phase for certain setting. Should say it's often.-

: 歩 but 段 is more likely. I doubt 段階 is appropriate in this case.

: in addition, don't forget to consider the format of the numbers. Still depens on context, but likely you may want to say 1.2.3 in kanji rather than arabic numerals.
