Just going by what I read from this one sentence, I think this is saying,

the number of rotations at the input is increased at the rate of 100rpm per second

Is the text referring to a control of a motor and describing how gradually the motor is to reach at the final speed? This "sweep" could also refer to decreasing the speed.
