-Engines throttling up three engines at 104 percent.
-Challenger go with throttle up.

These are the last words heard form the shuttle Challenger before the explosion

throttle up means to power up

throttling up means you are increasing the power.

Engines, Throttling up three engines at 104percent.

there would have been a break after Engines.....
100% would be full power, 104% would be full power extended by 4% of the recommended full power. IE 4% above the red line
