Still working on this lovely text (yes, being facetious! :-)). What I think the author is saying is that axes can infuence a chart's info. value and validity, "up to the point of specifically manipulating" this info., nicht wahr?

I'm with Ken along the lines of "distortion", but I typically prefer to change German nouns into verbs if possible.

In this case I would think something along the lines of:

Not only do they significantly / decisively impact the "Aussagewert = informational value?" of the diagram, but even go as far as deliberately / specifically manipulating / distorting it (said / such / the value).

exte3nding as far as intentional manipulation

For 'manipulation' you can also read 'distortion' or 'misrepresentation' (an extension of lying with statistics to the graphic realm).
This is often done, for example, to exaggerate changes or relative values, by plotting values against a truncated vertical scale (bottom cut off) -- which is legitimate if the objective is to highlight relatively small changes and this is explicitly stated, but not so legitimate if the chart presented as though the horizontal axis is located at the zero point of the vertical axis and care is taken to avoid pointing this out.

This is very similar to your proposed translation but sounds a tad less accusatory.
