"in the final stages of"

It is a horse racing reference to the trip wire that triggers the camera at the finish line - the proverbial "photo finish"!

Yes, that's what I mean. I just mentioned "almost finishing" because that was part of the question. "up to the last moment" is the phrase used in my reference (link).
