I get the point but am struggling to find a neat way of putting it in English.

There is a previous - separate - paragraph:
"Die korrekte (technische und fachliche) Abarbeitung der Arbeitsprozesse am Referenzpunkt findet regelmäßig und mindestens alle 5 min statt und dient als Basis für die Verfügbarkeits-berechnungen."

This is my working draft. I make no claims for it:
"Service quality experienced by the service recipient is collaboratively ascertained worldwide so as to enable continuous optimisation of recommendations for routing between the reference point and the service recipient’s PCs."

The "mit" implies a reference to something in the previous sentence(s) - so we need the immediate context, please. And maybe you could also post your "not so neat" sentence, so we can concentrate improving the tricky bit and not have to translate it all!

"Mitermittelt" seems to mean that something else is in the focus of the survey (is this a survey?) (is being "ermittelt"), and that service quality is ALSO recorded/surveyed on a worldwide scale in some (exemplary) cases. What is the main parameter that is being recorded/documented/surveyed?

Yes, I did. Perhaps they are trying to say that service quality is ascertained/recorded as an additional parameter together with the "Verfügbarkeitsberechnungen" (availability calculations).

On a related note, you might also put "service user(s)" for "Leistungsempfänger".
