French term

sous encadrement

French to English Bus/Financial Economics
Talking about problems in a particular country:

I can't come up with a translation I'm happy with. Any ideas?

It might be wise to keep it vague, so as not to get into accusations of incompetence, nepotism, corruption, etc.

neutral Jack Dunwell : We know the english use. The french use of "encadrement" as "management" or "training" seems open, wouldn't you say?

Beg pardon? cadre = type of manager. sous-estimation par ex. = underestimation. What further link needs to be established?
