I would be inclined to use "until further notice."

However: temporary civil servant status might also work

civil servant without tenure

this is the normal phrase for appointments which are normally tenured but in this case are not.

Unestablished civil servant

This is not a precise translation, but in the U.K. I don't think you can be given 'temporary established civil servant' status.

established civil servant: Br festangestellter (od. planmäßiger) Beamter
