I'm not sure. 'Undeveloped' has more of a Third World ring for me. It could raise a few hackles amongst Europeans (re your note to Kim) from the affected areas reading this report.

But a more natural collocation IMO is 'outside the major conurbations' since the 'major conurbations' are by definition 'built up' (predicative form) or 'built-up' (attributive form).
