In the line of "outpost/seat of power". From:

"However, while Europe’s so-called shop front is becoming more densely populated, it still answers to northern centre of command, making it more of a throughway than a point of contact".

Est-ce qu'on peut dire "répondre au centre de commande du nord"?

This is not very concise but appears to give the full meaning.
