'municipal cleaning services' has 104 hits on google, while 'city' has 538. Don't have time to research right now, but in my home town, the offical name is Public Works http://www.cityofmelrose.org/departments/publicworks.htm
but they do a lot more than just cleaning. Public works includes cleaning, but also road repairs, snow removal, etc. and is the offical name used in the USA which includes municipal claening services
