may give a failing grade to the student
I would feel better if someone from Venezuela confirmed this, but in Spain "suspender" is the verb that we use to mean "to flunk" or "to fail" a test or class.

The way I understand it, if the student doesn't present the certificate when he/she takes the exam, the teacher is at liberty to fail the student.

: In Spain, this would be my understanding. This, or "fail the student".

That's the way I understand it too, but the text is from Venezuela and who knows what the person who wrote it was thinking. It could have a very different meaning. Thanks for the agree Nedra - teju:)

Another option might be "disallow/prohibt a student from taking an exam"

As for "bar xxx from the exam," this is fine; another (similar) option is "ban a student from taking the exam" :-)
puede suspender a un alumno de examen = can/may refuse to allow xx to (take an exam) / ban xx from (taking an exam)
