I have already looked at the other entries in the Kudoz glossaries for this term, but they do not seem to fit this context.
The text is an article about planning permission and the legal requirements for building property in Spain. The word comes at the end of this paragraph:
Las consecuencias jurídicas de realizar actos de edificación o usos del suelo sin haber obtenido la previa y preceptiva licencia municipal, es la instrucción de un expediente administrativo que tiene por objeto imponer una multa pecuniaria a la persona infractora y, en su caso, la demolición de la edificación ejecutada sin licencia, y que sea contraria al planeamiento urbanístico. El importe de la sanción estará en función con el tipo de edificación realizada, el tipo de suelo donde se ejecute y si es posible su ulterior convalidación.
