Source text - English Among the most important facts highlighted in the final PIF report is that expenditure fraud of EU funds, spend by Member States, dramatically increased by almost 200 % compared to 2017 (346.6 million), reaching EUR 1.032 billion in 2018. This is mostly occurring with agriculture and cohesion funds. The VAT fraud inside the EU also cost us around EUR 50 billion annually.
Firstly, the report calls on the Commission to strengthen measures to prevent and detect fraud of the agriculture and cohesion funds by enhancing digital tools, introducing more transparent land registries and publishing lists of the largest beneficiaries from each fund. It also calls on Member States to publish data on final beneficiaries in an uniform machine-readable format and ensure the interoperability of the information.
Translation - Czech Mezi nejdůležitější fakta představená zprávou PIF patří například to, že došlo ke strmému nárůstu podvodů s výdaji v oblasti finančních prostředků EU – ve srovnání s rokem 2017 (346,6 milionů eur) se jejich objem v roce 2018 zvýšil o téměř 200 % na 1,032 miliardy. Nejvíce k podvodům dochází v oblasti zemědělských dotací a prostředků na soudržnost. V oblasti DPH nás pak podvody v rámci EU přijdou každý rok na 50 miliard euro.
Zpráva především žádá Komisi, aby posílila opatření sloužící k předcházení a odhalování podvodů v oblasti zemědělských dotací a prostředků na soudržnost. Komise by proto měla posílit digitální nástroje, zavést transparentnější katastry a zveřejňovat seznamy největších příjemců finančních prostředků z každého fondu. Ve zprávě také vyzýváme členské státy, aby zveřejňovaly údaje o konečných příjemcích dotací, a to v jednotném, strojově čitelném formátu, a aby umožnily interoperabilitu těchto informací.

Source text - English The Three Penny Opera was reviewed as the first piece of “de-constructivist architecture” in Canada. Practicing architects at the time could not believe these radical ideas appeared on stage while their buildings had not moved past the drafting table. Kerr’s work was often controversial yet always reflected a complete vision of an imagined world; the visual partner to text, music, blocking and dance.
Kerr’s costumes and set were inspired by the machine gun rhythm of Kurt Weil’s score, and Brecht’s hammer stroke lyrics. The highly stylized, red, black and white costumes are reminiscent of German and Russian constructivism and political poster art, with angular asymmetry, dissonant stenciled slogans, and sprays of button bullet holes. The costume preliminaries poured out of her in one evening with the music from the German production on the record player. With costume design, Kerr has to feel the music and act the character, sense it three-dimensionally, pencil it, and finally, when she commits to an ink line, the characters begin to live. “It is beyond my left brain’s ability to control. It really has a life of its own...the pen in particular, far beyond the pencil. The process is not quite logical. It is something else, a dance”.
Translation - Czech Třígrošová opera byla v recenzích označena za první kanadské dílo z oblasti „dekonstruktivistické architektury“. Tehdejším praktikujícím architektům se zdálo neuvěřitelné, že takto radikální nápady dostaly prostor na jevišti, když jejich vlastní návrhy dosud neopustily rýsovací prkno. Díla Mary Kerr jsou často kontroverzní, ale vždy odráží komplexní vizi fiktivního světa a vizuálně doplňují text, hudbu, aranžmá a tanec.
Inspirace pro její kostýmy a výtvarná řešení scény pochází z kulometného rytmu hudby z pera Kurta Weila a úderných Brechtových textů. Ve vysoce stylizovaných kostýmech v odstínech červené, černé a bílé zase najdeme připomínku německého a ruského konstruktivismu a politických plakátů – lomené úhly a asymetrii, disharmonické natištěné slogany a shluky děr po kulkách. Návrhy kostýmů ze sebe vysypala za jeden večer při poslechu nahrávky německé verze představení. Při navrhování kostýmů Kerr potřebuje vnímat hudbu, vcítit se do postavy a najít všechny její dimenze. Kostým si nejprve načrtne tužkou a pak svým perem konečně vdechne postavě život. „Je to proces, který moje levá hemisféra vůbec neovládá. Děje se to úplně samo... moje pero ožívá vlastním životem a jde daleko za hranice toho, co tužka navrhla. Neprobíhá to úplně logicky. Je to cosi zvláštního, trochu jako tanec.“
