English to German: Western Europe creates world's biggest market Detailed field: Government / Politics
Source text - English The foreign ministers of 19 west European countries have agreed on the creation of the world's largest common market, stretching from the Arctic to the Mediterranean and embracing nearly 400 million people.
Yesterday's breakthrough in the negotiations between the European Community and the European Free Trade Association was reached after 18 months of tortuous negotiations. It marks a further stage in a process which may lead to a 30 nation European Community by the end of the decade.
Within minutes of the agreement the Swiss government declared that becoming a full member of the Community would now be the 'goal' of Swiss policy. Austria and Sweden have already applied, Finland and Norway are expected to follow before long. Other existing applicants include Cyprus, Malta, and Turkey.
Yesterday the Dutch Prime Minister, Ruud Lubbers, President of the European Council, said negotiations to admit Austria and Sweden might now begin next year, a year earlier than originally expected. The Commission President, Jacques Delors, hailed the agreement as ‘a trial run for future membership’.
Until almost the last moment in the final 18 hour negotiating marathon it was touch and go whether the agreement between the 12 nation EC and the seven countries of Efta to create a European Economic Area would succeed. Greece was threatening a veto unless it got many more licences for its lorries to use the environmentally sensitive Alpine routes, and deadlock threatened over access to Efta fishing grounds.
However, an outline agreement was finally hammered out in the early hours of yesterday. This regulates the vexed issue of the scale of trans Alpine traffic through Austria and Switzerland, and swapped access to Icelandic and Norwegian fishing waters for opening up the EC market for fish.

Der gestrige Durchbruch kam nach achtzehn Monaten zäher Verhandlungen zwischen der Europäischen Gemeinschaft und der EFTA. Er markiert die nächste Phase in einem Prozess, der noch vor Ablauf dieses Jahrzehnts eine Europäische Gemeinschaft bestehend aus dreißig Nationen zur Folge haben könnte.
Nur wenige Minuten nach der Einigung gab die Schweizer Regierung bekannt, das Ziel der Schweizer Politik sei nun die volle Mitgliedschaft in der Gemeinschaft. Österreich und Schweden haben sich bereits beworben, Finnland und Norwegen dürften in Kürze folgen. Zu den weiteren derzeitigen Bewerbern gehören Zypern, Malta und die Türkei.
Gestern erklärte der niederländische Premierminister und Europäische Ratspräsident Ruud Lubbers, die Verhandlungen zur Aufnahme Österreichs und Schwedens könnten nun womöglich im nächsten Jahr beginnen, ein Jahr früher, als ursprünglich erwartet. Kommissionspräsident Jacques Delors pries das Abkommen als „Probelauf für die künftige Mitgliedschaft“.
Im abschließenden achtzehnstündigen Verhandlungsmarathon blieb es bis fast zur letzten Minute offen, ob die 12 Staaten-Gemeinschaft mit den sieben Ländern der EFTA eine Vereinbarung zur Einrichtung eines Europäischen Wirtschaftsraums zustande bringen würde. Griechenland drohte mit seinem Veto, sofern ihm nicht etliche zusätzliche Lkw-Lizenzen für die umweltsensiblen Alpenrouten zugestanden würden, zudem drohte ein Stillstand bei der Frage des Zugangs zu den Fanggründen der EFTA.
In den frühen Morgenstunden des gestrigen Tages kam dann jedoch eine Rahmenvereinbarung zustande. Sie regelt den umstrittenen Umfang des transalpinen Verkehrs durch Österreich und die Schweiz und bietet im Austausch gegen die Öffnung des Fischereimarkts der Gemeinschaft Zugang zu den isländischen und norwegischen Fischereigewässern.

It’s mid-winter and the sun rises over the most northerly point in Britain – Dunnet Head. Even as mid-day approaches, the sun barely clears the frosted dunes of Dunnet Bay.
This is a winter resort for some hardy travellers. Every year, greylag geese and the rare White fronted geese arrive from the frozen north.
A polar wind blasts across Morven, the highest hill in Caithness. These ‘Inselburghs’ or island-mountains have survived the scouring of ages.
Red deer find food on the open hillside. Man and animals are still locked in the ancient quest for food and shelter – a quest that has forged bonds between the people and the land of Caithness.
As the winter snows melt, water flows off the hills to the interior of Caithness – the Flow Country. This plain was once the bed of an immense primeval lake that stretched to Norway. The fossils of primitive fish that once swam in this lake are found in the bedrock of Caithness.
The lake’s sediments, laid down over millions of years, formed the famous Caithness flagstone. Caithness, and its story, is based on this stone.
On the coastal fringes, spring arrives with the lambs. Since prehistoric times, Caithness’s farmers have ploughed their fields and tended their stock, following the annual cycle. Their tools may have changed but other things have not – these flagstone field boundaries have been a feature of the Caithness landscape for hundreds of years.
On the coast, the first spring visitors arrive. The spectacular Duncansby stacks and the soaring cliffs provide holiday homes for thousands of sea birds. Every year, guillemots, fulmars and razorbills jostle for a space on the narrow ledges. While on the grassy slopes above, the colourful jester of sea birds makes an appearance – the puffin.
Neolithic farmers settled here over five thousand years ago, attracted by Caithness’s abundant natural resources. These farming pioneers were the first to leave their mark on this land - they built in stone.
Although no trace has survived of the houses they lived in, they have left us an enduring reminder of their lives – the houses they built for the dead.

Vor über 5000 Jahren ließen sich Bauern in der Jungsteinzeit hier nieder, angelockt von den Naturschätzen von Caithness. Diese Pioniere hinterließen erste Spuren in der Landschaft: steinerne Bauwerke.
Auch wenn von ihren Unterkünften nichts mehr übrig ist, haben sie uns doch dauerhafte Denkmale hinterlassen: die Gräber ihrer Toten.
