A VAT assessment can be challenged by means of an appeal.
There is however no right of appeal if this Notice of Assessment alters or replaces an official document against which an allowable appeal or (following an allowable appeal) an allowable action or review, or a challenge to the non-allowance of an appeal is pending. In such a case the new official document becomes the subject of legal action. This is also the case insofar as a disputed Notice of Prepayment has been dealt with by the Tax Assessment for the year in question.
The appeal is to be submitted in writing to the above Tax Office or to the address below.
The time period allowed for the submission of an appeal is one month. It begins at the end of the day on which you were advised of this Assessment. If you were advised of the Assessment in letter form, the letter shall be deemed valid advice for one month from the date of posting, unless the Notice itself was sent at a later date.
Even when an appeal has been submitted, the amounts demanded must be paid punctually, unless the enforcement of the Assessment has been suspended, or an extension has been granted.

Introduction: Sacred and secular sites of significance
The stimulus for this piece of research arose out of a related study requested by the Catholic University of Milan, which dealt with the subject 'Roma nella cartografia medioevale' under the general heading “L’eredità di Roma antica nella ‘Respublica Christiana’ dei secoli IX - XIII”. The question posed turned out to be relatively complicated, for the material was by no means as abundant as had been thought at first. It emerged that, in order to arrive at a reasonable interpretation of the symbols used to represent Rome, a comparison with other significant places was indispensable; in making this comparison one encounters inevitably Carthage or Alexandria, but in the first instance Jerusalem. It was clear from the start that any such study would undoubtedly be rewarding and would correct certain established ideas.
The basic difference between Jerusalem and Rome on mediaeval maps is that Jerusalem belongs to the Christian history of salvation, while Rome is connected with classical antiquity and is only linked in a broader sense with the ecclesiastical history of the Middle Ages in the western hemisphere.

As those who belong to successive generations of the Community, we find ourselves today in fresh circumstances of social upheaval. The huge power of the financial markets and of big business and the wealth of information available using technical means of communication endow certain sectors of society with ready access to money and to political power. Other groups are pushed to the margins. They fall through the net into poverty and degradation. The individual loses his or her human worth. This is particularly true for children and for the weak and the sick. The exclusive dependence on the concepts of economic value and buying power leads to a growing contempt for life, a contempt which in turn becomes a breeding ground for violence and inhumanity.

Translation - English
We have become used to viewing humans as deficient beings who would have no chance in their struggle for existence if they did not know how to compensate for the weaknesses of their biological nature through the use of technology, morality, the media, religion and culture. Had we not learned to think in the subjunctive and pray in the optative, we would scarcely still be alive in the indicative. If we did not constantly explore the impossible, and had we not, up to now, hardly even achieved the possible, we would long since have ceased to be a reality. And had we not subjected ourselves to a morality in which self-interest is restricted by the common good, we would presumably long since have ceased to exist, because we would in effect have annihilated ourselves.
In a long history, none of that was likely to have happened without a large dose of self-abuse and self-violation, as Nietzsche surmised with good reason. Nonetheless, in view of the way in which their biological nature fails to conform to their natural environment, it would seem that human beings have only been able to survive by creating, as a 'second nature' , their own environment using technology, their social world using morality, their cultural world using media tools and a transcendent world using religion. Only in this way could they wrest from the hostile world in which they found themselves a human-friendly world in which they could live together with others in tenuous security. And it was even longer before they began to shape their world in a way that provided conditions that were not just human-friendly, but that were also worthy of human beings, so that they did not simply act negatively, to avoid danger, but positively to realise what was deemed 'human'.

Bio
Welcome to my ProZ page!

I spent a good deal of my childhood in Thailand, Indonesia and West Malaysia (then Malaya). After completing my secondary schooling in the UK I then read German with subsidiary Theology at the University of Bristol. Following 2 years further theological study I lived and worked for 4 years in East Malaysia in a multi-ethnic environment where Malay was the language of daily communication.

Back in the UK from 1980 onwards I was employed first by a firm who exported compressed air driers, for whom I translated contracts and technical documents from German to English. Then for 15 years I worked as a VAT Audit Officer with HM Customs & Excise (now HM Revenue & Customs). More recently I was Personal Assistant to the Bishop of Hereford. Within and alongside these posts I built up a flow of translation work, making regular visits to Germany and Austria and watching a range of 30 different German language TV channels here in the UK in order to maintain my knowledge of the language and culture.

I am now enjoying life as a freelance translator (Member of the Institute of Translation & Interpreting, qualified 2014), working from German, Malay and Indonesian into my native English.

In April 2011 I spent 4 weeks in Malaysia including 2 weeks intensive Malay study at Universiti Sains Malaysia (USM) in Penang, and was then a delegate at the 2011 Seminar on Translation of South East Asian Languages (TranSEAL) also at USM.

My husband, Graham Bennett (www.proz.com/profile/1295419), also participated in the study programme and conference in Penang, and in October 2012 we joined forces to form a partnership trading as Alphanumeric Assistance. You can find our website at www.alphanumericassistance.co.uk. Graham translates from Malay and Indonesian into English and we are able to provide second pair of eyes checks for each other's work in these language combinations.

Since 1 August 2013 our daughter Abigail (www.proz.com/translator/1227686) has joined us in this family freelance partnership as a second German to English translator. She read German Studies and Music at the University of Birmingham and spent a year in Vienna studying Germanistik at the Universität Wien. After graduating in 2007, she worked as a Project Manager for a translation agency in Derbyshire, which gave her an insight into all aspects of the translation process.

Our ProZ team page is at www.proz.com/team/1813. Between 2013 and 2017 I translated 3 books by Professor Ingolf Dalferth in the field of theology/philosophy. All of my translations of his work have now been published: (i) Crucified and Resurrected (ii) Creatures of Possibility (iii) Transcendence and the Secular World. (Please see my ProZ Project History for details).

Forty years of experience as a linguist, during which I have worked for church organisations, academics and authors, commercial enterprises and the public sector, have equipped me to be a careful and competent translator, committed to turning work around fast and in full and sympathetic compliance with instructions from a wide range of clients.

The rates I charge to commercial and public sector organisations are sensible, and I am keen to offer significant discounts to churches and charities.
