• Welcomed the Commission's presentation of the underlying political framework for implementing the White Paper on Sport, in view of the new provisions on sport enshrined in the Lisbon Treaty (Article 149 EC as amended by the Lisbon Treaty).
• Considered the possible future impact once this new EU competence for sport comes into force, notably with regard to changes in the political cooperation on sport at EU level, and expressed satisfaction concerning the fact that
o sport would continue to remain a consensual policy area ("coordinating, supplementary, supporting actions");
o any future EU level cooperation on sport would continue to respect the subsidiarity principle.
• Took note of the possible timeframe for implementing any concrete actions under the new Treaty in the field of sport, and called on the Commission to propose an EU Sport Programme with a clearly defined EU added value.
Translation - Portuguese Livro Branco do Desporto/ nova disposição do Tratado sobre o Desporto
• Acolheram favoravelmente a apresentação da Comissão sobre o enquadramento político subjacente à implementação do Livro Branco do Desporto, tendo em conta as novas disposições sobre o desporto consagradas pelo Tratado de Lisboa (Artigo 149º EC conforme alteração introduzida pelo Tratado de Lisboa).
• Analisaram o possível impacto futuro da entrada em vigor desta nova competência da UE na área do desporto, em particular no tocante às mudanças na cooperação política na área do desporto ao nível da UE, e expressaram a sua satisfação relativamente ao facto de:
o o desporto continuar a ser uma área de políticas consensuais (“coordenar, suplementar, apoiar acções”);
o qualquer futura cooperação ao nível da UE no domínio do desporto irá continuar a respeitar o princípio da subsidiariedade.
• Tomaram nota do possível intervalo de tempo necessário para a implementação de quaisquer acções concretas na área do desporto no âmbito do novo Tratado, tendo apelado à Comissão que propusesse um Programa Desportivo da UE com valor acrescentado ao nível da UE bem definido.
