1. Should the political agreement touch upon Yemen’s future federal system?
2. Assuming you think that the political agreement should touch upon Yemen’s future federal system, how much should it decide? Should it decide:
a. The number and delimitation of regions?
b. Financial arrangements between the center and the regions?
c. Security arrangements?
3. Should an expert committee be formed to support the peace negotiations specifically on the issue of regions? If so, how should the expert committee be formed? Should political parties be involved in deciding the expert committee’s composition?
4. Should a judicial body be established to review all the individuals who have been nominated to the expert committee to ensure that they are properly qualified?

اليوم الأول
1- هل سيكون على الاتفاق السياسي في اليمن أن يبحث النظام الاتحادي فيها؟
2- فيما لو كنت تعتقد أن الاتفاق السياسي يجب أن يبحث النظام الاتحادي مستقبلاً، فما هو حجم الاتفاق؟
هل عليه أن يقرر مثلاً:
أ- عدد الأقاليم وتعيين حدودها؟
ب- الترتيبات المالية بين الحكومة المركزية والأقاليم؟
ت- الترتيبات الأمنية؟
3- هل ينبغي تشكيل لجنة خبراء لدعم مفاوضات السلام وخاصةً فيما يخص الأقاليم؟ وإذا تم الاتفاق على ذلك فكيف ستتشكل هذه اللجنة؟ وهل هناك دورٌ للأطراف السياسية في تقرير تركيبة هذه اللجنة؟
4- ھل ینبغي إنشاء هيئة قضائیة للنظر بالشخصيات التي تم ترشیحھا للجنة الخبراء لضمان أهليتها؟
5- متى سيشارك المواطن اليمني في صنع القرار بشأن الأقاليم؟ وكيف ستكون هذه المشاركة؟
