Source text - Arabic أعلنت شركة أوراسكوم للإنشاء والصناعة أمس الثلاثاء أن مجلس الوزراء العراقى وافق على منحها عقدًا قيمته 363 مليون دولار لإنشاء محطة كهرباء "بيجى الغازية " بقدرة 100 ميجاوات بالعراق، وتقع مدينة "بيجى" على بعد 180 كيلو متر من شمال بغداد.
قال سامح مهتدى، مدير تطوير الأعمال بالشركة لكل من العراق والكويت وبلاد الشام، إنه من المقرر الانتهاء من هذا المشروع فى غضون21 شهرًا.
من جانبه أوضح أسامة بشاى، الرئيس التنفيذى لقطاع المقاولات بالشركة، أن هناك مفاوضات تمت مع وزارة الكهرباء فى العراق خلال الفترات الماضية فى مجالات توليد الكهرباء، وهو ما سيمهد الطريق أمام المجموعة لتعزيز استثماراتها فى العراق، مع الاستفادة من المشروعات التى نجحت فى كل من مصروالجزائر، فى هذا المجال
Translation - English Orascom Company for Construction and Industry has announced on Tuesday that the Iraqi Board of Ministers has agreed to grant it a contract for the value of 363 million USD for establishing “Baiji Gas” Power Station with installed capacity of 100 Megawatt in Iraq. The City of Baiji is located 180 Kilometers away from north Baghdad.
Sameh Mohtady, Director of Business Development of the company for each of Iraq, Kuwait and the Levant has said that the project should be completed within 21 months.
Osama Beshay, Executive Chief of Contracting Sector of the company, has explained that negotiations have been executed with the Ministry of Electricity in Iraq during the past time with regard to generating electricity. This shall pave the way before the group to boost its investments in Iraq, along with benefitting from the successful projects accomplished in this field both in Egypt and Algeria.

Translation - English the events started when I went to give my vote in the first phase in Omar Makram School – Fourth Individual Circuit in Cairo. I noticed the presence of two stages - mobile kiosks – in front of the Muslim Brotherhood Committee. A team of them stood there with a laptop to provide the service of introducing the electoral committees to voters. In their background, there were electoral advertising signs to the Muslim Brotherhood Candidates, which has become a very usual scene in the pre-election advertising phase. I also noticed some individuals – about three youths, who were not paid to follow a certain political party, holding small advertising notes for other opponents. Yet there hasn’t been any other party in the crudity of Muslim Brotherhood who broke the electoral silence and constructed big fixed kiosks, signs and banners as if it is a legal and acquired right.

أحكام عامة
مادة (23)
لا تخلّ أحكام هذا القانون، باختصاصات المجلس الأعلى للاتصالات وتكنولوجيا المعلومات المتعلقة بحماية المستهلك في مجالي الاتصالات وتكنولوجيا المعلومات.
مادة (24)
يقع باطلاً كل شرط يرد في عقد أو وثيقة أو مستند أو غير ذلك مما يتعلق بالتعاقد مع مستهلك، إذا كان من شأن هذا الشرط إعفاء المزود من أي من التزاماته المنصوص عليها في هذا القانون.
مادة (25)
يجوز في حالة وجود أسباب قوية تحمل على الاعتقاد بأن هناك مخالفة للحظر المنصوص عليه في المادة (6) من هذا القانون، ضبط المواد المشتبه فيها، والتحفظ عليها بصفة مؤقتة لدى صاحب الشأن وتحت مسؤوليته. وتؤخذ خمس عينات على الأقل بقصد تحليلها.
وتوضع كل عينة داخل حرز تسلم اثنتان منها لصاحب الشأن، ويحرر بذلك محضر يحتوي على جميع الإجراءات التي اتخذت.
ومع عدم الإخلال بحق صاحب الشأن في التقدم إلى المحكمة المختصة بطلب الإفراج عن البضاعة المتحفظ عليها، يفرج عنها بحكم القانون إذا لم يصدر أمر من المحكمة بتأييد التحفظ خلال الثلاثين يوماً التالية ليوم الضبط.
مادة (26)
تحدد اللائحة التنفيذية لهذا القانون الفئات والمدد اللازمة لتصحيح الأوضاع بما يتلاءم وأحكام هذا القانون.
وللوزير في حالة عدم تصحيح الأوضاع بعد انقضاء المدة المحددة وقف المنشأة عن مزاولة نشاطها مدة لا تجاوز عشرة أيام ورفع الأمر إلى المحكمة بشأن غلق المنشأة والتصرف في السلع موضوع المخالفة.

General Provisions
Article (23)
The provision of this law shall not be violated by the functions of the Supreme Council of Information and Communication Technology related to consumer protection in the fields of telecommunications and information technology.
Article (24)
Every clause stated in a contract or a document or an instrument or anything related to contracting with a consumer shall be considered null and void, if such a clause exempts the supplier of any of his obligations set forth in this law.
Article (25)
In case there are substantial grounds for believing that there is a violation of the prohibition set out in Article (6) of this Act, suspected materials shall be impounded and temporarily confiscated by the person concerned and under his liability. At least five samples shall be taken for the purpose of analysis.
Each sample shall be placed in a secure bag sealed with red wax, two of which shall be handed to the person concerned. A report shall be written to include all the procedures that have been taken.
And without prejudice to the right of the person concerned to apply to the competent court requesting the release of the confiscated goods, the goods shall be released by rule of law, unless a court order has been issued in support of confiscation within the thirty days following to the date of confiscation.
Article (26)
The executive regulations of this law shall determine the categories and period of time needed to correct the situation according to the provisions of this law. The Minister has the right, in case of failure to correct the situation after the expiry of the set period, to terminate business activity for a period that shall not exceed ten days, and bring the matter before the court with regard to closure of the business and disposition of the goods subject of violation.

حيث كانت "أريبيان بزنس" قد نشرت خبراً بعنوان تخريب موقع "ماستركارد" إلا أن المستشار الأول لدى غولن هاريس، وكالة العلاقات العامة الرسمية لماستركارد العالمية في الشرق الأوسط ذكر أن خبر قيام بعض الهاكرز بتعطيل موقع ماستركارد العالمية الإلكتروني وذلك لأمور مرتبطة بويكيليكس غير دقيق.

Arabian Business has published a piece of news entitled “Destruction of ‘MasterCard’ Website.” Yet; Senior Consultant of GolinHarris, the Official Public Relations Agency of MasterCard Worldwide in the Middle East, has mentioned that the news around the attack on the website of MasterCard Worldwide by some hackers is inaccurate, for issues related to WikiLeaks.
This is the text of the official statement given by MasterCard Worldwide:
We can affirm that MasterCard Official Website has faced interrupted breakdowns and instability of its services as a result of the disruption in the service of the wireless electronic service provider, the matter that affected a number of the website users.
Worthy of mentioning, this hasn’t affected any of the data of the card holders. Consequently, the card holders can continue using their cards securely.”

Historical Perspective
Al Basrah is the third largest city in the Republic of Iraq, the centre of Basra Governorate, and is considered the economic capital of Iraq. It is Iraq’s sole port and its main passageway to sea. The governorate is rich with oil fields, among which are Al Rumaila Field, Al Shuaiba Fields, West Al- Qurna Field and Majnoon Fields. Its location, in the rich Wadi Al Rafidain Plains, makes it one of the main areas for the cultivation of rice, barely, wheat and millet. It is also known for cattle breeding. It is located on a land with contrastive terrain; plain, mountain and desert plateaus.
The Location with respect to the Latitude and Geographical Location
The Governorate is located between latitudes 29.5 - 31.2 north and thus approaches the tropical region. As for its geographical location, it is located in the south-eastern angle of the country. This location has impacted the Governorate and included it within the extension of the great desert of the two continents, Asia and Africa, and accordingly, the dry climate predominates.
The geographical location of Basra connects it to the rest of the Iraqi governorates through roadways that are different in lengths depending on how close or far they are. The length of the roadway between Basra and Maysan Governorate, which is closer to it from the north, is 182 Km, whereas the distance between Basra and Dohuk Governorate, in the far north of Iraq, is about 1014 Km, and the distance between Basra and Baghdad, the capital, is about 549 Km.

البصرة ثالث أكبر مدينة في جمهورية العراق ومركز محافظة البصرة وتعتبر عاصمة العراق الاقتصادية ، تعتبر ميناء العراق الأوحد، ومنفذه البحري الرئيسي، كما تزخر المحافظة بحقول النفط الغنية ومنها حقل الرميلة وحقول الشعيبة وحقل غرب القرنة وحقول مجنون، وبحكم موقعها حيث تقع في سهول وادي الرافدين الخصيبة، فأنها تعتبر من المراكز الرئيسية لزراعة الرز، الشعير، الحنطة، الدخن، كما تشتهر بتربية قطعان الماشية، تقع على أرض متباينة التضاريس بين سهل وجبل وهضاب وصحراء.
الموقع بالنسبة لدوائر العرض والموقع الجغرافي
تقع المحافظة بين دائرتي عرض 29,5ـ 31,2شمالاً وهي بهذا الموقع تقترب من المنطقة المدارية. اما موقعها الجغرافي فهي تقع في الزاوية الجنوبية الشرقية من القطر ولهذا الموقع أثره في جعل المحافظة ضمن الامتداد الصحراوي الكبير في قارتي آسيا وافريقيا وبالتالي سيادة المناخ الجاف .
والبصرة في موقعها الجغرافي هذا ترتبط مع بقية محافظات العراق بطرق معبدة تتباين أطوالها حسب القرب والبعد عنها فبينما يصل طول الطريق بينها وبين محافظة ميسان المجاورة لها من الشمال إلى 182 كم ، نرى إن المسافة بينها وبين محافظة دهوك في أقصى شمال العراق حوالي 1014 كم والمسافة بينها وبين بغداد العاصمة حوالي 549 كم .

Encouraging Job Creation Through Small & Medium-Sized Enterprises is a
High Priority in the Government of Oman’s “Vision 2020” Initiative
In a recent visit to the Sultanate of Oman, leadership of the National U.S.-Arab Chamber of Commerce (NUSACC) met with government officials and business leaders to promote entrepreneurship and growth among small and medium-sized enterprises (SMEs) in Oman. As a follow-up to that visit, NUSACC organized a “Western Road Show” and an Ambassadors Forum that highlighted opportunities for American SMEs to partner with their counterparts in Oman.
“Oman is an excellent example of how leaders in the region, starting at the very top, are encouraging their business communities to play a more assertive role in job creation and economic growth,” said David Hamod, President & CEO of the U.S.-Arab Chamber. “Working hand-in-hand with the Oman Chamber of Commerce & Industry (OCCI), our Chamber looks forward to sharing success stories and best practices – developed in the United States – that are intended to help Omani start-ups.”
H.E. Khalil bin Abdullah Al Khonji, Chairman of the Oman Chamber of Commerce and Industry, is an advocate for job creation through entrepreneurship. He says, “Small and medium-sized enterprises make up the largest portion of the Omani private sector, and SMEs play a significant role in job creation relevant to many different levels of educational and practical qualifications.” In order to foster this important role, he continues, “Entrepreneurs should benefit from the relationships that connect them with other business communities, including that of the United States, with which we have developed a unique partnership that will facilitate forward progress and development.”
OCCI and the National U.S.-Arab Chamber of Commerce recently announced plans to launch the Oman – U.S. Joint Business Council, a cooperative venture between the two chambers of commerce. Promoting start-ups, facilitating job creation, and matchmaking for Omani and American SMEs will be a key part of the new Joint Business Council’s work program.
Omani Government Support for Start-Ups
A work program along these lines is expected to have strong support from H.E. Ali bin Masoud bin Ali Al Sunaidi, Oman’s Minister of Commerce and Industry (MOCI), who has taken a keen interest in supporting start-ups. His ministry oversees the Directorate General for Small and Medium Enterprises, and the minister recently issued Circular 1/2012, which defines the size of companies in Oman according to numbers of workers and annual revenues.
The Circular defines: Micro Enterprises as establishments with fewer than five employees and annual sales of less than 25,000 Omani Riyals (about $65,000); Small Enterprises as establishments with five to nine employees and annual sales ranging from 25,000 to 250,000 Omani Riyals (about $650,000); Medium-Sized Enterprises as those with 10 – 99 employees and annual sales ranging from 250,000 to 1.5 million Omani Riyals (about $3.9 million).
At the Oman Economic Forum in April, Minister Al Sunaidi said this about the importance of job creation: “The Government has been reacting to this challenge in many ways, including bridging the gap between the public and private sectors through raising the minimum wage in the private sector and facilitating procedures for changing positions between the two sectors.” Moreover, he noted, the Omani Government has “increased job opportunities in the government sector, placed greater emphasis on education, and raised the standard of social services. We believe that the coming period should take into consideration the expansion of general economic activities – through the encouragement of small and medium-sized enterprises – so that they are able to play a greater role in creating job opportunities for Omanis and, consequently, in playing a more effective role in the economic cycle.”
Minister Al Sunaidi’s assessment hews closely to Oman’s priorities as outlined in the government’s “Vision 2020” strategic plan, which bolsters the Sultanate’s economy by strengthening human resources, growing the private sector, and increasing diversification. Promotion of Small and Medium-sized Enterprises (SMEs) is an integral part of this initiative, which states that SMEs should be responsible for 50 percent of Oman’s manufacturing by the year 2020. SMEs will also be responsible for providing increased services through partnerships with such entities as the Information Technology Authority (ITA) and Knowledge Oasis Muscat (KOM), which serves as a magnet for high tech innovation. في زيارة حديثة لسلطنة عمان، التقى قيادة الغرفة التجارية الأمريكية العربية الوطنية (NUSACC) مع مسئولي الحكومة وقادة الأعمال لتشجيع العمل الحر والنمو بين الشركات الصغيرة والمتوسطة الحجم (ٍٍSMEs) في عمان. وكمتابعة لتلك الزيارة، نظمت قيادة الغرفة التجاربة الأمريكية العربية الوطنية ( (NUSACC"المعرض المتجول الغربي" ومنتدى السفراء اللذان أبرزا الفرص المتاحة للشركات الصغيرة والمتوسطة الأمريكية للدخول في شراكة مع نظرائهم في عمان.

ومن المتوقع على هذا النحو أن يحصل برنامج العمل على دعم قوي من سعادة علي بن مسعود بن علي السنيدي، وزير سلطنة عمان للتجارة والصناعة (MOCI)،والذي اتخذ اهتماما كبيرا في دعم الشركات المبتدئة. كما أن وزارته تُشرف على المديرية العامة للمشروعات الصغيرة والمتوسطة، وقد أصدر الوزير مؤخرا منشور 1/2012، والذي يُعَرٍف حجم الشركات في سلطنة عمان وفقا لعدد العمال والإيرادات السنوية.
المنشور يًعَرٍف: المشروعات الصغيرة جداً كمنشآت يقل عدد موظفيها عن خمسة موظفين، وتقدر مبيعاتها السنوية أقل من 25 ألف ريال عماني (حوالي 65000 $)، والمشروعات الصغيرة كمنشآت يتراوح عدد موطفيها من خمسة إلى تسعة موظفين وتقدر مبيعاتها السنوية ما بين 25000 إلى 250000 ريال عماني (حوالي 650،000 $) ؛ والمتوسطة الحجم التي يتراوح عدد موظفيها من 10 إلى 99 موظفاَ وتقدر مبيعاتها السنوية ما بين 250000 إلى 1.5 مليون ريال عماني (حوالي 3.9 مليون دولار).
في المنتدى الاقتصادي العماني في شهر أبريل، صرح الوزير السنيدي الآتي عن أهمية خلق فرص العمل: " ولقد تجاوبت الحكومة مع ھذا التحدي بوسائل مختلفة ، من بينھا رفع الحد الأدنى للأجور في القطاع الخاص لجعله أكثر استقطاب اً للشباب؛ والسعي إلى تقليص الفوارق بينه وبين القطاع الحكومي، وتسھيل إجراءات التنقل بين القطاعين. وفي المقابل زيادة فرص التوظيف في القطاع الحكومي، والتركيز على التعليم ورفع مستوى الخدمات الاجتماعي .ونعتقد بأن المرحلة القادمة يتوجب أن تأخذ في الاعتبار توسيع قاعدة النشاط الاقتصادي العام من خلال تشجيع المؤسسات الصغيرة والمتوسطة ليكون لھا دور أكبر في توظيف العمانيين؛ ومن ثم تكون أكثر فاعلية في دورة الاقتصاد."

Bio
I have 15 years of experience in the field of translation and interpretation. Currently, I am self employed working with various law firms, companies, agencies worldwide.
I was hired on a full time basis at Hafez Avocats, one of the most renowned arbitration firms worldwide in 2010. I assumed the responsibility of establishing a complete Language Services Department for the Firm, where it could be a profit center for the Company. As the head of the department, I managed and translated very confidential and critical documents for cases held by the Firm. Two years later, I left to England and moved on with my freelancing career.
I initially gained my experience working at G Language Services; a translation agency affiliated with Frenkel, Hershkowitz and Shafran, one of the most reputable law firms in Manhattan, New York (2001-2008). I provided translations, proofreading, and editing services for various materials and in different fields such as legal, medical, commercial and literary. Additionally, I was the English- Arabic interpreter for all the attorneys in the office. In the meantime, I worked as a freelance translator for New York and New Jeresy Courts and Immigration Offices. I also interpreted for a wide range of subject areas usually involving specialist consultations with other professionals, e.g. doctor/patient.
In 2008, I was accredited as a certified translator from The National Accreditation Authority for Translators and Interpreters of Australia (NAATI). I am also a member of the New York Circle of Translators - USA. In 2010, I obtained a Human Resources Management Diploma at the American University in Cairo.
