You're right that your term is not about registration or development, which both came after your term is done.
There seem to be many terms used in Eng, but you can't go wrong with the term suggested as used by lantmateriet (https://www.lantmateriet.se/en/Real-Property/). This seems to be used more or less in the Nordics, as in the second reference - and I saw something for the Finish law using the same term.
The EU may be moving to 'cadastral unit' (as in https://glosbe.com/en/en/cadastral unit) or, I found 'cadastral parcel' -- all of which deserves some more reading.

"Land develpment" sounds more like construction, or rather physical act preparing for construction.
So I would call it "land parcelling;" but I am not entirely sure that encompasses all that fastighetsbildning means.
