Please note, I don't understand Swedish; my text is in French, but is discussing Swedish government.
IATE translates "länsöverdirektor" as deputy county governor. The problem is, my text the says that the "chefstjänsteman" is the vice-governor (ställföreträdare in the Swedish law being referred to). Here is my translation so far:
Because of their administrative and political status, each governor is assisted by a chief administrative officer (chefstjänsteman), a county director (länsråd), and a deputy county governor (länsöverdirektör) in the larger counties (Stockholm, Skåne and Västra-Götaland) (ibid, §42). The chief administrative officers may represent the governor. They are vice-governors (ibid.), appointed by the government following consultation with the governor (§43).
It seems strange to refer to one person as a deputy governor and another as vice-governor, since deputy and vice essentially mean the same thing. Here are the Swedish legal texts being referred to:

I've seen länsöverdirektör translated as "director general", would that be a better translation of länsöverdirektör? Or should I stick to IATE's choice?

Discussion
Sounds like there's not much point in leaving "chefstjänsteman" in the text (it's not in the French version), since it is purely descriptive, so I'm going to go with this, replacing one of the commas with a colon:
Because of their administrative and political status, each governor is assisted by a chief administrative officer: the länsråd, or county director, in most counties and the länsöverdirektör, or deputy county governor, in the larger counties (Stockholm, Skåne and Västra-Götaland). The chief administrative officers are the governors' deputies and may act on their behalf.
