I'm finding this term defined as a jacket or vest maker, but this doesn't seem to fit in the context of my document. It's describing a group of farm workers, harvesters and packers, standing around waiting for the "chalequero" to finish his prep work before they can start their job. The document also referred to a "mayordomo" doing the same prep work, which I'm interpreting to be the foreman.
