You say it interrupts normal programming, so this should fit the bill. I know it's only an approximation to "cadena nacional", but if it's a drama script I don't think you can leave it in Spanish as Marie suggests. The audience must understand it immediately.

Or you could say "national newsflash" and then "newsflashes aren't just government announcements".

In several Latin American countries, a cadena nacional ("national network", also referred to as a cadena oficial or red voluntaria) is a joint broadcast, over various media (usually radio and television), directed at the general population of a state. Initially conceived as a form of emergency population warning, these broadcasts are often of a political nature, as most of them are messages by governmental authorities about various topics of general interest.

Comment: "Thank you all for your help! You've been really great. In this case, Phil's answer seems to be the one that fits best to the script. As Phil said, people need to immediately get the idea.

Talk on the cadena nacional (national network/broadcast)
It might be best to leave it as it is and give translation in brackets.

Another example;
"On Sunday, the mainstream print media paid scant attention to the incident. This all changed, when Chávez on his first broadcast of Aló Presidente for 2009, his regular Sunday show, decided to retransmit the Ávila TV broadcast on cadena nacional, a nationwide transmission that all government-licensed media must carry."

: I don't think you can do this in a drama script.

Not for voice-over or dubbing but Mercedes didn't specify that, so I just suggested a translation of the term in general.

nationwide broadcast
The parts of the expression "cadena nacional" that are most relevant in this non-governmental context (where it refers to the characteristics of the system, not those of the speaker), are: a) that it's national in the geographical sense of "nationwide" and b) that its a broadcast (term embracing both radio and TV).
