Francamente creo que se pueden utilizar ambas formas. Al igual que en español podemos decir "tasa cero" o "tasa del 0%", por eso tal vez yo me inclinaría a utilizar "zero tax" tal como se hace en el original. Pero insisto: creo que ambas opciones son correctas.

Mexico’s Tasa Cero Launches in Europe

Mexico is the first country in the world to introduce this scheme of Zero Tax

International meetings, conventions, fairs and exhibitions held in Mexico will now pay Tasa Cero or Zero Tax. The amendment to VAT law was launched in the UK, France, Italy, Germany and Spain on 11th February.

Mexico is the first country in the world to introduce this scheme of Zero Tax, the latest in a line of initiatives between the Mexican Government and the private sector to improve business tourism following the opening of the Office for Conferences and Conventions in Mexico City in October 2003. The initiative is set to make Mexico far more competitive in the international events market.

ZERO GRAVITY, ZERO TAX ACT OF 2001

The "Zero Gravity, Zero Tax Act" (H.R. 2504) purports to amend the Internal Revenue Code of 1986 to "exclude from Federal taxation certain income derived from the manufacture of products and [the] provision of services in outer space." At least based on what we were told prior to the latest version's July 16th introduction, the proposed duration for such preferential tax treatment will now be merely 10 years (as opposed to the former version's 25 year period).

MEXICAN TOURISM BOARD:
governments recognizing Travel & Tourism as a top priority
In February 2004 the Mexican Tourism Board launched its new initiative aimed at increasing inbound business
tourism. ******Christened Tasa Cero (Zero Tax)******, this initiative offers a financial incentive to companies and organizations
to stage their business events in Mexico. Under the new tax law, international meetings, conventions, fairs and
exhibitions are exempt from paying tax. The aim of the initiative is to boost Mexico’s competitiveness in the
international events’ market and further diversify the country’s tourism product.
