Contrato de arrendamiento (España):
"Serán de cuenta de LA ARRENDADORA todas las contribuciones, impuestos, arbitrios y tasas estatales, autonómicas, municipales o de otro tipo, que graven en la actualidad la propiedad del inmueble.
Serán de cuenta de la ARRENDATARIA y, por tanto, objeto de ***repercusión justificada*** los aumentos que en lo sucesivo se originen en todas las contribuciones, impuestos, arbitrios y tasas estatales, autonómicas, municipales o de otro tipo, que graven en la fecha de contratación del arrendamiento la propiedad del inmueble así como los importes derivados de la creación de nuevos impuestos, arbitrios, contribuciones y tasas estatales, autonómicas, municipales o de otro tipo, que en el futuro graven la propiedad del inmueble, siempre y cuando tales impuestos, arbitrios, tasas etc, no se creen en sustitución de los actualmente existentes."

"Serán por cuenta de la arrendadora" = Landord will pay
"Serán por cuenta de la arrendataria" = Tenant will pay
"Repercutir gastos, cargos, etc." = passing along the charges to someone else, is a standard phrase used in contracts in Spain.
If I read this correctly, the first paragraph stipulates that the Landlord (arrendadora) will pay ("serán por cuenta de la arrendadora") all taxes, etc. presently levied on the property ("que graven en la actualidad la propiedad..."). The second paragraph stipulates that the Tenant (arrendataria) will pay ("serán por cuenta de la arrendataria") and, thus, the Landlord will be justified in charging the Tenant for ("(serán) objeto de repercusión justificada") any subsequent increases in those taxes ("aumentos que en lo sucesivo...") or any additional (new) taxes ("importes derivados de la creación de nuevos impuestos") levied on the property in the future. So it is my understanding that it is the Landlord who can pass on to the Tenant any increases in the present taxes or charges for any new taxes.

the renter(s)of the property are legally obliged to meet the outlined associated costs of renting the property and legal recourse can be taken against them if they fail to meet them.this expression is not a literal translation but states succinctly what is at stake here,i.e.should the need arise,for the reasons already given,then "justified repercussion" can fall upon the renters if they fall short in their responsibility.
