Sorry for posting the wrong link yesterday, I was in a hurry.
However, as I explained, a rapid image search will show you that curtain ties and tiebacks are the same thing. In general, we tend to just say "ties" for things like that (cable ties, couch cover ties, curtain ties…). I don't think the "back" component adds much to the term, unless when specifically referring to things which are folded back upon themselves (see images).

: Yes, but aren't curtain hooks something else entirely? A metal alzapaño (attached to the wall) is a holdback, like you said. /I see what you mean- missed that. Then, yes, definitely holdback.
