I may be wrong, but that sounds to me as though the money for the vouchers will be taken off their salary. Instead, I think that on top of their 100% salary, they are offered food vouchers to the value of 10% of their salary, with a legal limit; i.e.:
"you will receive food vouchers to the value of 10% of your salary (up to a legal limit)"
Or something like that.
