"Section" is usually the first option I turn to in general when translating "apartado". There are other options as well, but this would probably be my first choice to describe the section of a certificate.
Example sentence:

(as defined in subdivision (g) of this section) of the certificate....

This section of the certificate is divided in Parts I and II.
