"Pecat" in modern use is a round rubber stamp used on official documents (every legal entity must have one).
"Stambilj" is also an official stamp, but used for other purposes. It is usually rectangular in form and contains blank spaces where some information may be added by hand (e.g. as confirmation that a court or other authority has formally received certain documents - with case number and date added by hand)
