I am translating a bidding document and the following sentence keeps showing up very frequently:

deixar de prover as areas de risco
deixar de manter a disposicao de consumidores
deixar de proceder a organizacao
deixar de encaminhar
deixar de registrar....
deixar de manter normas.
and so on.
I am seeking what could I use for the above DEIXAR DE and not use: not complying with or?

Deixar de - as in most Portuguese infinitives - is used a command to save unnecessary verb conjugation.
