This one is strangely difficult, I find. In looking at some examples (Tehran Univ Medical School) I see the correlation between the concepts. But most of the "direct" translations suggested so far do not really clarify what it is.

If we simply use "base salary" here, I think it will be clear to English speakers.

there are a lot of close terms in this field. when translating, you may find that you have used the same term for two words. but the closest term i can suggest is faculty status rank and when you want to define it, you may say its an annual promotion.
