In the following paragraph from a pension notification, I am wondering if "framsettning av krav" may mean "fulfilling requirements" as opposed to "determining requirements", which would be a more common translation:

"Er pensjonsalderen oppnådd mer en 3 år forut for framsettning av krav kan virkningstidspunkt bli 3 år før månaden i kravdatoen men ikke tidligere enn datoen for inngått avtale mellom Norge og USA."
