: "Dispatcher" is a false friend; it mirrors the "dispečer*" word in the languages of the former Warsaw pact countries, but English usage is different. Definitely disagree.

It's the place or department that controls and directs the vessel traffic at a port.
It's used also in other contexts, whenever there's traffic involved:
"Pagal greitosios darbo optimizavimo viziją, pasiūlytą Vilniaus teritorinės ligonių kasos, centralizuota << dispečerinė >> nukreiptų pas ligonį arčiausiai esančią greitosios brigadą."

"Vessel traffic service" seems to be a newer term, because German and Dutch Wikipedias have not been able to translate it.
It's used also in other contexts, whenever there's traffic involved:
