This phrase come from a sheet about boiler specification in form of a table. I don't understand about the (超) before mm以下.
The full sentence is "気水分離器を有するものは、内径200(超)mm以下、内容積0.02m3以下のものに限る。".
I don't know whether the first 以下 refers to "less than" or "below". For reference, "管寄せおよび気水分離器のいずれも有しないものに限る。" is written below above sentence.

I think (超) was inserted erroneously because it makes no sense having "(over)" there. Unless you find a possible meaning, I recommend you tell your client that you suspect (超) shouldn't be there.
