This term is explained in a Japanese academic paper named 連続合成桁の負曲げ領域における横倒れ座屈設計法 (A design method for restrained distortional buckling of continuous composite girders under negative bending moment). There is also a term 横ねじれ座屈 (Lateral torsional buckling).

Lateral distortional buckling

Simply 'lateral buckling' might do, as per the インタープレス最新機械•設計用語中辞典 entry on P.1110 - but this not very 'new,' I'm afraid. Otherwise, there's a reference on the CiNii webpage 'Effect of Corrosion on Static Strength of Hull Structural Members, 4th Report,' where the extract does specify 'lateral distortional buckling'
