Hello, I am working on a specifications document and am having trouble with this phrase, particularly the "出荷 不可とする". It appears to be a term, but I cannot find it in any of my specialized dictionaries.
Does anyone have any suggestions for this phrase?

I said 'dispatch test' because when I used to work with a Japanese molding technology leader, we commonly used terms like 'dispatch test' ,'dispatch checklist', 'dispatch schedule' etc. You can also say shipment/delivery test and likewise.

Rather a round-about way to express this, I know, but this would be the literal translation. The entire sentence I would translate:
"Those Lots that have failed in items other than the Appearance Inspection at XXX Co.'s Shipping Inspection must not be shipped."
"Those Lots that have failed in items other than the Appearance Inspection at XXX Co.'s Shipping Inspection must not be shipped."
