You did not indicate what they are manufacturing, but I know for sure that there are 2 identical parts to this product, and they kind of look like a pair of eyes. So, the idea is to cover up one of them. Depending on the shape of the parts, it may be called a blanking cap rather than a blanking cover.

Probably two openings exist in the object such as a pipe. One opening remains opened but the other is blanked or plugged.
