As per my knowledge this should be deploy settings. (Its in context of applying the selected settings for a system)
A fellow translator (and quite experienced too) has taken this as Distribute settings.
I am not in a position to argue with my senior, but I am simply curious.. what is the right way to say this.
PS.: There are sentences like 設定の配置 as well which is definitely deploy settings.
Also, I wonder why the client used two different words: 配置 & 配布、if it means the same or does it have a different meaning?

I am not too sure, but I agree with your own initial opinion. My client for apps UI project provided me with a glossary and 配布 was certainly translated as deployment or to deploy (these two words -oy and -olyment had slight differences).
From how it sounds, 配置 is how they are being deployed (current status) and 配布 is the very act of deployment (issuing) at the point.
If this is the case, as long as you make distinction between these two nuances you could safely use the same word deploy/deployment for 配布 and 配置.
