Still think Casey-san's translation is good but I have just come up with something else. 「総力」means 「店を挙げての」 so, how about using the word "store wide"?

: it's not necesarily annual, but often seasonal, even monthly, similar to 大感謝祭 we often see, a big selling 'event' at variously-scaled stores treating various commodities. -
