The proteins were blotted from the gel onto a PVDF (polyvinylidene fluoride) membrane, so what is the polyethylene film for? What does “packing” mean here, and is the term “packing” used in English in this case? What is being “packed?” Does this sentence mean that the diluted antibody and something else are packed onto the polyethylene film?

The problematic passage is preceeded by the following passage (my translation included):
2.2.5. Blotting
PVDFメンブレンを使用し、冷却を行いながら80 Vで3時間ブロッティングを行った。
Blotting was performed using a PVDF membrane for 3 hours at 80 V under refrigeration.
2.2.6. Immuno Assay
ブロッティングが終了したメンブレンをブロッキングBuffer にて室温で1時間または4℃で一晩ブロッキングした。
After completion of blotting, the membrane was blocked with blocking buffer for 1 hour at room temperature or for one night at 4° C.

The problematic passage is also followed by the following passage (my translations included)
Washing Buffer で10分間、3回洗浄後、任意の倍率で希釈したHRP標識次抗体を1次抗体と同様に反応させ、Washing Buffer で3回洗浄した。
After washing was performed 3 times for 10 minutes with washing buffer, HRP-labeled secondary antibody diluted by an appropriate factor was reacted in the same way as the primary antibody, and washing was performed 3 times with washing buffer.

I'm quite familiar with this kind of immunoblot procedure.

A membrane (and antibody solution) is placed in a heat-sealable bag that is made of polyethylene film.

You could also say "sealed in a polyethylene film bag" if you must use a term film.
