Se si parla di una provincia a statuto ordinario, meglio mettere Provinz anche in tedesco. Di solito, soltanto le province autonome vengono rese con "Land", perché hanno competenze più ampie, che si avvicinano un po' di più a quelle dei Länder tedeschi o austriaci.

In einem solchen Fall würde ich übersetzen"... mit Schreiben des italienischen Geschäftszeichens "prot. prov.le 256672 ...". Eventuell könnte man ja noch in einer Anmerkung die Abkürzung auflösen, man müsste allerdings abwägen, ob dem insgesamt eine so große inhaltliche Bedeutung zukommt.
