This is from a chart that shows new store openings over the next two years, compared to the last two years. There are two colour codes, one is "Budget" and the other is "Consuntivo".

There are many entries for this word, but I cannot figure out how to use any of these here.

@ Emmanuella Yes, I know this is the meaning, but as I said, I can't see how that suits the context if the other half of the statistical comparison is "budget".

I remember when I worked in retail, we always used Budget vs. Actual or Planned vs. Actual.

I also found "reported" - could also work but I would go for actual, because since it is in this document it is obviously being reported...

In the reference below, one of the linguee entries is
previsione e consuntivo dei flussi finanziari mensili
is translated as:
forecast and actual monthly cash flow

Thanks. This is actually bar chart, for which two bars, representing 2019 and 2020respectively (in red)show "budget", while two bars represent 2021 & 2022 respectively. Do you think "budgeted" (i.e. +-ed) would work better with "actual" here, rather than "budget"? (making both adjectives)

"Bilancio Consultivo" is
"Usually we talk about "bilancio consultivo" when there is a Budget. The comparison betweenthe 2 terms is an activity that takes the name of ‘Deviation Analysis’ and aims to measure the distance between what was estimated and what actually happened.

The financial statements shall contain objective data, i.e. that they have made themselves known in practice. Most forms of Corporate Balance Sheet contain objective data collected through accounting records. We are talking about the budget, especially when a budget has been prepared." (Translation. You might have 2 options: either a non-translation of the term with a note to include the explanation, or a literal translation between parenthesis.
