'alimentare il motore anche nell’abbinamento di velocità nulla e regime massimo'

Above is the sentence and so far I have 'to power the engine even when zero speed is combined with maximum ....' I obviously can't use 'speed' again. Can I use 'revs' or does 'regime' have another meaning in this context?
