This is obviously the small body within a larger group. But I am having a hard time finding a short definition to fit into a table to describe it. Any suggestions?

I agree with Eynat that more context would help.
While Mazkirut is not literally managerial, the Mazkirut usually functions as the central office from which an enterprise in managed. In Israel, when one goes to the Mazkirut of a corporation or a kibbutz one would expect to find the Hanhala -- management -- sitting there also.
However, my feeling is that the implication of secretariat (the literal translation of Mazkirut) in common US usage implies the central functioning body of an international organization rather than the essential administrative elements of a business office.
It is not clear if METZUMTZEMET is being used here in the sense of reduced or essential.
If the latter, Perhaps KEY ADMIN[ISTRATION] might fit.

: Mazkirut is not managerial staff, and the idea is that it has special functions, not that it is pared down. It might be ADMINISTRATIVE staff, but not managerial.

1. I prefer board in US English to secretariat, which implies a larger, clerical staff.
2. If the issue is hierarchy at this point less than the literal 'limited' number of people that sit on it, how about a less literal alternative: 'executive board'
