I know אמנה and תקנות, but it's מעוגן I'm struggling with.
I saw on the web "enshrined in the convention" - is that prevalent? (It sounds too biblical to me...)

This is quite a ubiquitous collocation, especially when talking about conventions/legal documents/law etc:
