There is a large difference between the instantaneous limit - the allowed concentration of the substance at any instant, and the short-term limit, which is averaged typically over a period of 15 minutes. The latter is typically much lower.

It should be noted that if instantaneous values are allowed over 15 minutes this could lead to a potentially life-threatening situation, for which the translator and those who advised him would be responsible.
