German term or phrase: Doppelwellenbremsscheibe
For Doppelwellenbalg I have found "double concertinas", so my (far fetched and unsupported) guess would be "Double concertina brake disk".

double axle-mounted disc brake
Explanation:
I'm sure about the axle-mounted disc gbrake but they may prefer twin or dual to double.
I only have ordinary Wellenbremsscheibe in my official UIC glossary

Thank you to all answerers! I'm pretty sure the brake disc is meant rather than the disc brake as a whle, hence only 2 points on this occasion.

double shaft brake disc

Explanation:
This brake disc (mounted on the shaft) is responsible to slow down the shaft rotational speed instead of the wheel itself.

Asker: Brilliant, now I've found it in my UIC RailLexic too, silly me for not looking for it without the "Doppel"!

It wasnt mentioned clearly there. However I have found it in the Rail lexicon too. CMJ's answer would be fine barring the disc brake part of it. "brake disc" sounds better.

Asker: This is about trains, not cars.

Asker: Sounds better, but doesn't look it if you perform an image search for "axle-mounted brake disc" and "axle-mounted disc brake". The difference is astonishing!
