Would this mean "once the materials have reached the condition of being waste materials"?

I would perhaps translate "die bei Eintritt der Abfalleigenschaft" simply with "that, when they become garbage...." § 3 of the Krw/AbfG defines "Abfall" basically as any personal property (within the groups listed in the annex to the law) that its possessor gets rid of, wants to get rid of or has to get rid of. That means when this situation arises ("Eintritt") the article involved becomes garbage in the eyes of the law.
